The Colombian Senate has rejected a bill to legalize cannabis, halting the country's reform efforts for the year. Despite a simple majority voting in favor, the bill failed to secure the 54 votes needed for approval, receiving only 47 out of 90 senators present. This outcome means that supporters must restart the legislative process if they wish to pursue legalization

The bill, championed by Congressman Juan Carlos Losada, had previously passed both chambers as part of the two-year constitutional amendment process. After being approved by the House of Representatives in May, it was reviewed by a Senate committee before Tuesday's vote. Losada expressed disappointment but remained determined, stating that the fight would continue to establish a regulated cannabis market in Colombia

Interior Minister Luis Fernando Velasco voiced his support for the bill, emphasizing that prohibition benefits criminal organizations. Similarly, Senator María José Pizarro, a vocal supporter, highlighted the failure of prohibitionist policies and the need for change. She argued that regulation could reduce crime and violence, offering a legal framework for cannabis use

The proposed legislation aimed to recognize the right to personal development by allowing citizens to choose cannabis consumption within a regulated legal framework. It also called for public education campaigns and substance abuse treatment services. Advocates argue that these measures could address social issues linked to illegal drug trade and consumption

Despite the setback, proponents of legalization remain committed to their cause. Losada and his allies have pledged to continue their efforts, believing that a regulated cannabis market could transform Colombia's approach to drug policy. As the country grapples with the implications of this decision, the debate over cannabis legalization is set to persist
