Dutch Government to Launch Legal Cannabis Experiment in Tilburg and Breda

The Dutch government will begin its legal cannabis experiment in Tilburg and Breda on December 15, transitioning cannabis cafes to licensed suppliers

Key Points

  • 1Dutch legal cannabis experiment starts December 15 in Tilburg and Breda
  • 2Two licensed growers to supply cannabis cafes initially
  • 3Current illegal suppliers will be phased out after six weeks
  • 4Ten cities and ten producers involved in the experiment
  • 5Political debate surrounds the cannabis experiment ahead of elections

The Dutch government is set to launch its legal cannabis experiment in the cities of Tilburg and Breda on December 15, marking a significant step towards regulating the country's cannabis market. Two licensed growers will begin supplying cannabis to local coffee shops, known as cannabis cafes, as part of this initiative. This experiment aims to transition the cannabis supply chain from illegal sources to regulated producers, ultimately reducing crime and nuisance associated with the current system

Initially, Health Minister Ernst Kuipers had announced the participation of three growers in the first phase, but only two will be ready to commence operations by the start date. During the initial six weeks, coffee shops will still be permitted to purchase from illegal suppliers, but this will cease once the licensed growers fully take over. The project will expand in February with the addition of two more growers, contributing to the total of ten producers authorized to supply cannabis to ten cities involved in the experiment

The legal cannabis experiment, known as the 'wietexperiment,' was approved by the Dutch senate in 2019 but faced delays due to various challenges, including banking sector reluctance to support growers. As the November general election approaches, the experiment has become a topic of political debate. Parties such as the VVD and BBB advocate for evaluating the initial trials before any expansion, while others like CDA and CU oppose the legalization of cannabis cafes. The experiment's outcome could influence future cannabis policy in the Netherlands
