Germany's cannabis industry is experiencing a significant transformation, marked by record-breaking imports of medical cannabis and the rise of adult-use cannabis social clubs. The latest figures from the Federal Institute for Drugs and Medical Devices (BfArM) reveal that Germany imported 56.915 metric tons of medical cannabis in the third quarter of 2025, the highest quarterly figure to date. This surge in imports underscores the growing domestic demand for cannabis, which has consistently exceeded expectations

The majority of Germany's medical cannabis imports come from Canada and Portugal, which have supplied 66.237 and 42.076 metric tons respectively in 2025. Other countries like Australia, Colombia, Uruguay, and the Netherlands contribute smaller, yet steadily increasing volumes. As demand continues to rise, Germany reached its annual import limit of 122 metric tons by September and had to increase it to 192.5 metric tons to accommodate pending import authorizations

Simultaneously, Germany is advancing with its cannabis social clubs, a community-focused initiative for adult-use cannabis. Since the first club opened in July 2024, interest in this model has grown significantly. By November 2025, 791 groups had started the application process, with 357 already authorized. Most applications originate from regions like North Rhine–Westphalia, Lower Saxony, and Berlin, highlighting a regional disparity in the adoption of these clubs
