Maryland is set to commence adult-use cannabis sales on Saturday, marking a significant milestone following the state's decision to legalize recreational marijuana through a voter-approved measure last November. This development comes seven months after the legalization vote, allowing individuals aged 21 and over to purchase cannabis legally for recreational purposes

In preparation for the launch of the adult-use market, Maryland has implemented regulations that emphasize social equity. These rules include a social equity partnership assistance program, reduced licensing fees for social equity businesses, and mandates for existing businesses to allocate distribution space for these enterprises. Such measures aim to create a more inclusive and fair cannabis market

Meg Nash, a partner at Vicente LLP, highlighted the swift implementation of Maryland's adult-use cannabis program. She noted that Maryland's approach could serve as a model for other states pursuing similar goals of increasing access to safe cannabis products and reducing participation in the unregulated market. Maryland's cannabis administration continues to advance, with plans for a new licensing round exclusively for social equity applicants later this year

The new adult-use regulations complement Maryland's existing medical cannabis program, ensuring that medical patients continue to receive priority. Provisions include dedicated hours for medical distribution, reserved patient lanes in licensed dispensaries, and products specifically for medical use. The state maintains its patient and caregiver registry, along with delivery services for medical cannabis
