Maryland Residents to Vote on Recreational Cannabis Legalization in November 2022

Maryland voters will decide on cannabis legalization in November 2022, potentially making it the 20th U.S. state to legalize recreational use

Key Points

  • 1Maryland voters to decide on cannabis legalization in November 2022
  • 2Legalization would allow adults to possess up to 42 grams of cannabis
  • 3Social justice measures include expunging criminal records for possession
  • 466% of Maryland residents support legalization, according to a poll
  • 5Maryland could become the 20th U.S. state to legalize recreational cannabis

On November 8, 2022, Maryland voters will decide not only on their next governor but also on the legalization of recreational cannabis. This pivotal decision follows the approval of a legislative measure by both the Maryland House of Delegates and Senate, placing the state on the brink of potentially joining the growing list of U.S. states that have embraced cannabis reform

If the legalization measure passes, Maryland's new cannabis laws would take effect on July 1, 2023. Adults aged 21 and over would be allowed to possess up to 42 grams of cannabis and cultivate two plants at home. Additionally, the measure includes provisions for expunging criminal records for possession and releasing individuals incarcerated for cannabis-related offenses

Despite the progress, the legislation currently lacks specifics regarding the licensing of retail outlets and taxation levels. These details are expected to be addressed only if the measure passes. Democratic Delegate Luke Clippinger, who spearheaded the legislation, emphasized the importance of addressing social justice issues, such as expunging criminal records, before finalizing regulatory details

Maryland's legalization effort is underscored by its significant African American population, which constitutes 30% of the state's residents. This demographic has historically faced disproportionate impacts from cannabis criminalization. The social equity aspect of the legislation is thus a critical component, aiming to redress these historical injustices

Public opinion in Maryland appears to favor legalization, with a recent poll indicating that 66% of residents support the measure. Although there is a 4% margin of error, the survey suggests strong backing for reform. Should the measure pass, Maryland would become the 20th U.S. state to legalize recreational cannabis, reflecting a national trend towards broader acceptance
