In a significant move, Ukrainian lawmakers have approved the first reading of a bill to legalize cannabis for medical, scientific, and industrial purposes. The vote took place on July 13 at the Verkhovna Rada, Ukraine's parliament, with 268 deputies in favor. This legislative step aligns with President Volodymyr Zelenskyy and Health Minister Viktor Liashko's public endorsements, marking a pivotal moment in Ukraine's legislative landscape

The proposed bill aims to establish a regulatory framework for the controlled distribution of cannabis products, including cannabis resin, extracts, and tinctures, for medical applications. The legislation would enable doctors to prescribe cannabis-based medications for conditions like chronic pain and post-traumatic stress disorder (PTSD). This move comes as Ukraine grapples with the aftermath of the ongoing conflict with Russia, which has significantly impacted the mental health of its citizens

President Zelenskyy has been a vocal advocate for the legalization, urging lawmakers to pass the bill as a means to address the psychological trauma inflicted by the war. Health Minister Liashko emphasized the urgency, highlighting the necessity for treatments for cancer and PTSD. A national survey conducted during Zelenskyy's campaign revealed strong public support, with 65% of Ukrainians favoring medical cannabis legalization

Despite previous setbacks, with two earlier bills on medical cannabis being rejected, this latest development has garnered substantial international and local support. Influential organizations, including the International Association for Cannabinoid Medicines and the European Coalition for Just and Effective Drug Policies, have backed the initiative. Activists in Ukraine have long advocated for legalization, citing the potential benefits for veterans and patients

Looking ahead, the bill will undergo further amendments before a second reading. Advocates, including Iryna Rachynska of Patients of Ukraine, have hailed the approval as a victory for civil society and a step towards aligning with European standards of human rights and healthcare. As Ukraine continues to navigate the challenges of war and its aftermath, the legalization of medical cannabis could offer much-needed relief to millions affected by trauma and severe health conditions
